The Commissioner Grill restaurant is a casual restaurant in the hart of St John's where I used to have my meals. They usually serve West Indian dishes, plenty of seafood, lobster, steak, chicken etc at rates starting with 20 $ per course. I recommend you to ask for the mix of vegetables, plantain, black beans and foungee; they served me that and it's excellent. The place is open daily from 10 am to 11 pm, at Redcliffe St, tel 4621883.
